Olivia A. Chase, CMC, MSc.
Development Economist | Management Consultant | Policy & Performance Specialist
Olivia A. Chase is the founder and principal consultant of QMC Global, bringing over 15 years of experience at the intersection of economic development, public-sector performance and organisational improvement.
Her work spans strategic planning, program budgeting, results management, monitoring and evaluation, and organisational development — with a particular focus on small island developing states (SIDS) and Caribbean economies.
Olivia holds a Master of Science degree and the Certified Management Consultant (CMC) designation. She has worked with government ministries, statutory bodies, development agencies and multilateral organisations across the region.

We serve a number of clients mainly in the public sector. These include government departments, statutory organisations, and Ministries. However, our services are equally applicable to private sector agencies, civil society organisations and NGOs. We have collaborated with partners to complete projects and have been subcontracted by multilateral development agencies.
